Anesthesiologist at our ASC wants to bill 99241 for time spent on pre-anesthesia exam (approx. 20 minutes), after which, the surgery was cancelled. Is there any code that might cover this scenario (the patient has Medicare)?

Yes, as per the guidelines you may report the pre-anesthesia exam using subsequent hospital care E/M code 99231-99233.
