What guidelines do other coders use to distinguish if an acute injuries should fall into the low or moderate MDM category?

Acute injuries are always NEW PROBLEM (with or w/o workup). As per E/M guidelines to find MDM, this could be low or moderate based on amount/complexity of data reviewed and level of risk.
