ACL with Screw Removal

During the repair of a recurrent right ACL tear (CPT 29888-RT), is the removal of a screw billable (CPT 20680) or considered inclusive? Op Note: "The 3 cm anteromedial incision was remade and dissection was carried sharply down to the tibia. The intact hamstring tendons were carefully preserved. The prior tunnel was identified and the previous screw was removed w/o difficulty. The sheath fragments were removed and the lump of scarred and damaged ACL graft was debrided. The tunnel again was noted not to be dilated and to be in good shape and did not need to be re-drilled . A suture was then passed through the tibial tunnel..."

You may report code 20680 (Removal of implant; deep...) separately with ACL repair because it is not included in this procedure and nor there is any CCI edit between these two codes.
