99211 with tests

Our office does PT/INR, Spirometries and EMG. Vitals are performed, results given to provider while in the office especially the PT/INR and nurse gives patient the change in medication along with the results. Is it appropriate to charge 99211 with modifier 25 with appropriate diagnosis along with all of the above mentioned testing performed by our nurses who are educating and supervising the testing.
