Does "96101" also includes the administering of the test and report(?) If not, what code is used for administering the test?

Yes, the CPT code 96101 includes administering of the test and report. The code 96101 represents one hour of physician time that includes face–to–face time spent with the patient for administration of the psychological test, interpretation of the results, and preparation of final report, however, it is not used to report the interpretation of technician- or computer-administered tests. If the technician or computer administers the test, which is interpreted and reported by a qualified health care professional, report CPT 96102 and 96103 respectively.
Hope this helps!

Confused. Qualified health care professional administers the test, prepares the report, so bill 96102 and 96103 together?

When reporting a psychological tests, you will need to look at who administered the test to determine the right CPT code that you will report for the test. Use CPT 96101 if the qualified healthcare professional administers the test, interprets and reports the findings. The CPT code 96101 involves testing that is administered by the psychiatrist or psychologist. The same individual must also interpret the test results and prepare the report.
Report the CPT code 96102 for testing that the technician administers. A qualified healthcare professional, like a psychiatrist or a psychologist, completes the interpretation and report. However, if the computer administers the test and a qualified healthcare professional interprets and reports the findings, use CPT code 96103. Hope this helps!
