If we are billing 95117 ONLY for routine allergy injections and we were using V07.1 with ICD-9 it maps it to Z51.89 for ICD10. Is this correct?

Well, you are absolutely correct with the code. V07.1 (need for desensitization to allergens) directly maps with Z51.89 (encounter for other specified after-care).

If it is given for desensitization to allergens, then billing ICD-10 code Z51.89 is correct. Hope it helps!
