88304 vs 88307 for cyst excision

What is the proper code for a cyst excision? is it 88304 or 88307?

Location appears to be a factor. E.g., 88304 lists skin cyst, 88305 lists dental cyst. For an unlisted specimen, you'll have to assign "the code which most closely reflects the physician work involved when compared to other specimens assigned to that code," according to CPT instruction.
