Patient had Laser surgery 66761 in the office, the patient needed to be taken to the hospital and 66761 repeated on the same day. Can I bill for both procedures? If so,what modifiers would I use?

You can only bill one laser procedure of the same code in a 90-day period on the same eye because these codes are defined as for one or more treatments. Laser codes are always unilateral.
