52204 or 52007?

Cystoscopy performed using a rigid instrument with a 30 degree lens in the lithotomy position which revealed normal urethra and outlet.

Inspection of the bladder demonstrated no evidence of any mucosal lesions, tumors or foreign bodies. Bilateral ureteral cytologies were obtained with whistle tip catheters and then random biopsies were obtained and the sites were fulgurated. The bladder was drained with a foley catheter and the patient was taken to the recovery room in stable condition.

The verbiage like "Bilateral ureteral cytologies were obtained with whistle tip catheters" seems to put more weightage towards the code 52007.
