29855 Subchondroplasty Procedure - coding when there is no fracture

is it appropriate to use 29855 when there is no dx of a fracture? If not, what code should be used. thanks

In this procedure, the provider performs treatment of a tibial plateau fracture involving either the inner or outer tibial condyle using an arthroscope. Surgeon may or may not use internal fixation devices to fix the fracture. So, this is only used for the fracture treatment, cannot be used when there is no fracture.
