23500-54- Can this code be used if only a sling was placed in the E.D. and the patient was instructed to f/u with orthopedics? No treatment (to include pain meds) were given in E.D.

Code 23500 is used for closed treatment of clavicular fracture when manipulation is not done. It means if the break appears clean and well aligned as evident from an X–ray, physician places the patient in a sling.
 
You may report this code if physician has placed a sling only.

What about the -54 modifier?

Modifier 54 should be appended to a procedure when the provider performs the procedure but does not provide the preoperative or postoperative management. This modifier indicates that the surgeon has transferred postoperative care to another provider.
