Can 13132 (59) be used with 64831 and 64832

No, you cannot bill CPT code 13132 with 59 modifier along with 64831 and 64832, as CCI edits shown bundling of CPT 13132 into 64831 and documentation does not support -59 modifier as anatomical site is same (hand) for both procedures.
