   For year 2010: the National Fee Value: Non-Facility/Facility: $242.62 , OPPS (Non-facility/Facility):$522.12
   For year 2011: the National Fee Value: Non-Facility/Facility: $232.74, OPPS (Non-facility/Facility):$469.89
