   I hope you could bill it for 3 units because for this code, if testing timing is more that 51% of one hour, you could bill it as one unit. If it is less than 51% of one hour, you should not bill it as one unit. Therefore, your total timing is 2 hours 45 minutes, you may bill it as 3 units.
