Patient is scheduled to come to office to see RN for pre-op care including signing consent form, pre-op and post op instructions, is
this a billable service (99211)? The patient does not see the Physician on this date.

Whether the physician saw the patient at that time of signing papers or not, this type of encounter is not billable, when the decision for Sx is already made. The pre-op document signing and other paperworks are all included within the surgical care and fee itself.
